A Message From Occupied Wall Street (Day Eleven)

This is the eleventh communiqué from the 99 percent. We are occupying Wall Street. We will not be moved.

Full recognition of Palestine is an important precondition for peace!

The European Left Party (EL) welcomes President Mahmoud Abbas move to present the formal application of the Palestinian people for statehood to the UN- Secretary-General Ban Ki-Moon on Friday, the 23rd September. We appreciate that this step did take considerable courage as it was made in spite of considerable diplomatic pressure by the US-Administration, the Israeli Government and unfortunately also by a number of European countries.

We are convinced that full membership of a Palestinian State in the United Nations can be a crucial first step to overcome the diplomatic asymmetry in the relations between the State of Israel on the one side and the Palestinian people, only represented by an Agency, on the other. An internationally recognized Palestinian State is not an obstacle for peace, on (in) the contrary it could be an invaluable partner for peace. One has to remember that the State of Israel was approved without previous negotiation or agreement with the Palestinian People as it is now argued after 20 years of failure of such negotiations, and that with the Palestinian State recognized by the UN in its borders of 1967 and East Jerusalem as capital it is not possible to go on with the settlements, human right violations or crimes against humankind by the State of Israel.

The EL urges the UN-Secretary-General to process the Palestinian's application without delay. We demand that the member states of the European Union jointly support the Palestinian initiative and don't waste their efforts with devising a substitute offer of second class membership. A joint European position to recognize the Palestinian's right to  a state would on the one side be an important signal towards the overwhelming majority in the UN-General-Assembly which support the Palestinians and would on the other side make it harder for the US-government to put in a veto. The EL supports the Palestinian people's wish for equality, freedom and justice wholeheartedly and joins Abbas in his believe the no one "with a shred of conscience" can reject the Palestinian application for a full membership in the United Nations.

Noam Chomsky Announces Solidarity With #occupywallstreet

Anyone with eyes open knows that the gangsterism of Wall Street -- financial institutions generally -- has caused severe damage to the people of the United States (and the world). And should also know that it has been doing so increasingly for over 30 years, as their power in the economy has radically increased, and with it their political power. That has set in motion a vicious cycle that has concentrated immense wealth, and with it political power, in a tiny sector of the population, a fraction of 1%, while the rest increasingly become what is sometimes called "a precariat" -- seeking to survive in a precarious existence. They also carry out these ugly activities with almost complete impunity -- not only too big to fail, but also "too big to jail."
The courageous and honorable protests underway in Wall Street should serve to bring this calamity to public attention, and to lead to dedicated efforts to overcome it and set the society on a more healthy course.

O săptămîna frămîntata pe străzile din centrul orașului NY. „Campionii democrației” încearcă să împiedice aceste proteste și să închidă gura demonstranților. Au avut loc arestări fără să se aducă oficial vreo acuzație. Zeci de protestatari au fost arestați. Demonstrația nu a putut fi oprită.

This is the seventh communiqué from the 99 percent. We are occupying Wall Street.
On September 21st, 2011, it rained. We organized what shelter the police would allow us and thought. We thought about everything that is wrong with this country, with this world. We talked. We talked about everything that is wrong in this world. There has been no real conversation in this country and this world about wealth and the way it is misused. We are that conversation. Join us and make your voice heard. What is your one demand?
Our voice will no longer be ignored. There are too many things wrong with this world for our voices to be silenced. You know this. We know this. This is why we are here, why we grow every day.
occupy your homes. You own your home, a callous bank that split ownership of your home into hundreds of parts, redistributing them across the world under false ratings does not own your home. Fifty times as much speculative trading as commercial trading goes on each day in America. You are in debt to people who make money by moving money from place to place using computers.
You have a right to shelter. No one can take that right from you.
Banks are able to restructure settlements constantly, they receive billions and billions of dollars so that they can stay afloat for long enough to steal your property from you. Do not let them. Do not leave your house. If the police come to steal your house and deliver it to the 1 percent film them and show the world and then join us. If we are not already occupying your city, your town, bring a sleeping bag, a pillow, and contact us. We will help you find food. We will help you sue for shelter. We will find each other. We will grow. We will build - city by city, block by block.
We stand in solidarity with homeowners across the country and the world whose homes are in the process of being stolen by faceless conglomerations motivated only by profit. We are the 99 percent. We will not let you steal our homes. We will not let you deprive us of a basic right, shelter, so that you can buy a home you do not use. We are here. We are growing. And we will not be moved.

Ending capital punishment is our one demand.
On September 21st, 2011, the richest 400 Americans owned more wealth than half of the country's population.
Ending wealth inequality is our one demand.
On September 21st, 2011, four of our members were arrested on baseless charges.
Ending police intimidation is our one demand.
On September 21st, 2011, we determined that Yahoo lied about occupywallst.org being in spam filters.
Ending corporate censorship is our one demand.
On September 21st, 2011, roughly eighty percent of Americans thought the country was on the wrong track.
Ending the modern gilded age is our one demand.

“Bogații trebuie să platească mai mult, indiferent dacă au sau nu venituri la vedere”

CriticAtac în discuție cu Liviu Voinea despre impozitarea bogaților.

CriticAtac: Se discută în Parlament un soi de taxare suplimentară a averii (1% din averile care depășesc 450000 de euro). Pe de altă parte, ministrul muncii vorbea despre bogații care iau peste 800 de RON lunar și care nu mai trebuie sa beneficieze de subvenția pe încălzire. Din cifrele pe care le-ați citit/gestionat/interpretat ce înseamnă “bogat în românia”?

Liviu Voinea: România colectează doar 0,7% din PIB din impozite pe avere, față de media europeana de 3% din PIB. Este nevoie să colectam mai mult, și asta se poate prin taxarea suplimentară a averilor mari. Limita de 450 mii euro mi se pare însă arbitrară. Cred ca 1 milion de euro e o sumă mai potrivită. Sau două-trei trepte de impozitare. Cu siguranță bogați în România nu sunt cei cu 800 RON pe lună. In general nu sunt oameni bogați doar din salarii, cu puține excepții. De aceea este nevoie de generalizarea declarațiilor de venit și de avere. Astfel se pot evidenția cei cu venituri mici dar cu averi mari – și ei trebuie impozitați sever.

CA: Într-un text recent vorbiți despre necesitatea reintroducerii impozitului progresiv pentru cei cu venituri mari și necesitatea taxării bogaților. Credeți că cineva cu un venit de 3000 de lei este neapărat un om bogat în România ăi cum se împacă propunerea dvs cu evidența conform căreia România are deja una dintre cele mai înalte taxe pe muncă din Europa? 

L.V.: Principala povară fiscală în România o reprezinta CAS și CASS (contribuțiile la pensii și la sănătate). Trebuie să reducem semnificativ CAS și CASS, în paralel cu creșterea salariului minim (fapt ce ar neutraliza efectul asupra firmelor private, dar ar fi eficient pentru buget întrucât sunt de două ori mai mulți angajați cu salariul minim la privat decât la stat).

De asemenea, impozitul progresiv trebuie însoțit de deductibilități. Ideea aici (spre deosebire de impozitul pe avere, unde ideea e sa plătești mai mult dacă ai de unde) este să redistribui cheltuielile către anumite zone sub-finanțate (în special sănătate și educație) prin deduceri.

CA: Unul dintre argumentele frecvent aduse împotriva taxării bogaților este că aceasta va conduce la deteriorarea mediului de afaceri, stoparea investițiilor și, prin urmare, dispariția locurilor de muncă. Ce părere aveți despre această afirmație? 

L.V.: Mediul de afaceri este terminat în toate țările dezvoltate, presupun, pentru ca toate practica aceasta supra-impozitare a bogaților!? Dacă la alții se poate, la noi de ce nu s-ar putea? În țările dezvoltate merge înainte treaba și cu impozite progresive.

CA: Statul român este un stat captiv, prizonier al unor elite care deturnează resursele publice în scopuri proprii. Taxele si impozitele mai mari, care vor aduce mai mulți bani la bugetul statului, ar putea deveni o nouă modalitate de a tăia pe altă cale din beneficiile sociale ori a creste costul de intreținere a micii proprietăți. Care ar fi masurile și mecanismele necesare pentru prevenirea acestei situații, și pentru a asigura o redistribuție mai justa și servicii publice mai bune și mai numeroase pentru cetățeanul de rînd?

L.V.: Introducerea unui sistem informatic unitar care să colecteze în timp real informațiile despre venit, avere, loc de muncă, ajutoare, etc – la nivel de individ și să le coreleze.

Alternativa la creșterea veniturilor este doar cercul vicios al tăierii cheltuielilor. Nu putem ajunge la 0% cheltuieli, ne dezintegrăm ca stat. Oricum cheltuielile de protectie socială sunt la 60% din media europeana (ca procent în PIB).

CA: Noile taxe vizează mai ales persoanele fizice, iar Ministerul Finanțelor a declarat deja explicit că “impactul [noilor taxe] asupra mediului de afaceri este nesemnificativ”. Pînă în prezent, în tarile membre ale UE, masurile neoliberale de administrare a crizei au constat în special din obținerea de fonduri, în situație de criză, prin tăierea beneficiilor sociale, și prin acoperirea datoriilor private ale unor instituții financiare din acumulările sectorului public. Persoanele fizice, adica majoritatea democratică a cetățenilor, suportă, deocamdată, costul acestor masuri. Care ar fi o modalitate mai justă și pragmatică de a asigura echilibrul taxării, între cetațeni și firme, în România?

L.V.: Care noi taxe? Ceea ce s-a întâmplat la noi au fost doar taxe regresive (TVA în special care a crescut). Bogații trebuie să plătească mai mult, indiferent dacă au sau nu venituri la vedere. E nevoie de voință politică și de capacitate managerială la Ministerul de Finanțe, dar de putut se poate.

Day 4: At least five arrested, one may be in critical condition

Early this morning at least five protesters were arrested by NYPD.
The first arrest was a protester who objected to the police removing a tarp that was protecting our media equipment from the rain. The police said that the tarp constituted a tent, in spite of it not being a habitat in any way. Police continued pressuring protesters with extralegal tactics, saying that a protester on a bullhorn was breaking a law. The protester refused to cease exercising his first amendment rights and was also arrested. Then the police began to indiscriminately attempt to arrest protesters, many of them unsheathed their batons, in spite of the fact that the protest remained peaceful.
The new residents of Liberty Square continued to serve as shining examples of law abiding behavior in spite of police harassment and the loose interpretation and selective enforcement of New York’s laws by the NYPD.
